Well, you say the origin of a language is the key factor, others might argue
it's the size of a country or something else. Who decides? At this point we
easily cross the borderline of politics and this may not be wise, especially
not in these times. From a Pythonic point of view I'd prefer to think about
language as a property of a person -- the (potential) user --, not a nation.
But be assured I personally loose nothing should somebody or the community
decide to use flags for this purpose. I like the flag of my country and I
know it would be used then. ;-)
