OT: clp threading?

The fix is to change the Mailman mail->news gateway to copy the
Message-ID of the Reply-To: field to the References: field IFF there is
no References: field or References: is blank.  I've had this on my plate
for literally years, but never had the time to actually go through the
Mailman code to do the work.
