Python's 8-bit cleanness deprecated?

I discovered the same behavior on Win2kSp3, locale pl_PL, cp1250. The
command prompt console still claims it has cp437, but prints characters
from outside ASCII range. I cann't get it, this OS makes me sick. I give
up.
