Well, vote stacking is always a serious issue, but can be addressed with
the accountability phase when the results are publicly released ("Okay,
it passed astoundingly, what are all these email address that nobody
recognizes, email them and ask them where they heard about it?").  The
danger comes when someone collects a pool of unrelated people that are
all biased towards one outcome and simply tells them when and what to
vote, as opposed to exposing them to the discussion or presenting the
idea on its merits and letting them decide.

The mere fact of seeking wider venues for mentioning the pending vote in
and of itself doesn't inherently seem destabilizing, since people can
just as easily hear about it and be appalled at the idea and vote
against it rather than for it.

Although I do admit from the looks of the Zope email (the URL to which
was posted by Samuele Pedroni) is a tad biased toward approval, it isn't
grotesquely so:  It just says, "There's an upcoming vote; I think the
proposal would be useful; don't forget to vote."
