Marco from Fraunhofer Institut ILT, Aachen has provided the following
answer:

I have the same problem and have tried a few things. I tried a few IDE´s
and I think that dislin doesn't work correctly with the win32_all IDE,
the activepython distribution (witch is comes with the same IDE) nor it
works with the XEmacs mode correctly. The only environment that works
together with dislin is as far as I know an have test it, was IDLE. But
there it works only if you open only one dislin window at the same time.

But if somebody else knows how to get it to work correctly with the
above mentioned IDE´s I will be very pleased about that, because I think
that dislin (together with the disipyl module) would be a very nice
plotting tool and worth the work.

Thanks Marco. You are right, it only works with IDLE and only with one
drawing window. Do you think this is a general thing or is it a
restriction for using with python. Dislin is not free with other
programming languages.

You can probably replace SET PYTHONPATH = C:\Program files\dislin\python

with SET PYTHONPATH = C:\progra~1\dislin\python

By using the dos compatibility mode most programs that don't recognize
spaces in the path work correctly.

Thanks for this information Kaleb, I tried it but still readme files
(dislin and readme) are not working. But I think this is not critical
because you can see them via notepad.

Is there any other recommendations either for using dislin or any advise
on a powerful plotting tool to use with python apart from dislin?
