Have you tried to scan the archives of scipy-user or scipy-dev lists?
There you would learn that it is a better idea to try out SciPy-0.2 from
its CVS. If CVS is a problem for you, then you can get SciPy tar-ball from
ftp://scipy.org/pub/scipy_snapshot.tgz
SciPy-0.2 has many new features and is definitely more stable than
SciPy-0.1.

This (that scipy was built for Python 2.3) is not true. Scipy guys are not
that grazy ;-)
I believe that the .exe file in question was built for Python 2.1 but you
can get more detailed information from the scipy-user list if it matters.
