No, Kulisz was a kook, but he wasn't this disjointed.  His problem was
just that he formed the rule "once you establish that someone's theories
are generally good, accept all of them without further questioning", and,
well, Chomsky is a tolerably good linguist.  The rest falls out of that.
I spent a few thousand lines of email (multiple 800+ line emails) chatting
with him trying to see if there was any hole in the system through which
even a smattering of empiricism could be driven, but no.
