who actually wrote the navbar system, intended to be compatible with ie,
ns4, ns6, and op5-like browsers.  I'm using the latest version, 3.1.1.

Then, complain also to the various and sundry companies -- without
favoritism -- about not supporting industrial standards in javascript and
css.
