Yes and no, respectively.

It's a pretty nice IDE for Java development. The refactoring tools are
particularly nice. It does have a tendency to grind to a halt every now and
again, though. I suspect GC.

I can't see any reason who you couldn't have a Python plug in - there is a
C/C++ one already. A lot of work, though, I suspect.
