Could not find it on python-dev, but there was a larger

The first idea was to use PyZine subscription as membership
policy. Then I got the idea to do better by creating
a group which serves as a replacement of the PSA role
for Starship. I want to use the created money to
do sponsoring, where PyZine was one of them. But
we can of course do donations to PSF.
While I don't want to make Starship a part of PSF;
instead I think it should be something on its own.
