FTP via HTTP proxy

I'm trying to write a component of a program that will use FTP to send and
recieve files.  The problem is that in certain cases, this needs to happen
over a proxy (WinGate, WinProxy, Proxy+, etc.).  Does anyone have any idea
how to do this?  I would really like to be able to finish this project in
python and not have to find an external solution.  Any help is appreciated.
