You're correct.  That's the way PEP 1 says to do it.

My additions to the process are:
-- float the idea around a little bit first so I don't end-up proposing
something that will look preposterous in retrospect.
-- just before posting, don a flame-proof suit and flack jacket.  Pep
writers should have no illusions about being greeted with open arms (even
Guido took some abuse for pep 285).
