I had the same problem under Windows ME.  I kludged a fix for it by
changing the PySol source as follows:

In module tk/tkutil.py, comment out lines 270 and 271.  They look like
this:

        #if dither is not None:
        #    kw["dither"] = dither

PySol (4.71) has worked great for me ever since.
