I understand from PEP 1 that I ought to send it to the PEP editor (Barry)
first. I'll send it to the list as soon as I've received feedback from him. 
Then I'll certainly try to integrate anyone's feedback into it.

Do I understand PEP 1 right this way? I guess having a number assigned for
a PEP before discussing it in public may be a good idea. :)
