The proposal, based on the premise that the old behaviour is broken
for Python (though not for C) is to replace the old behaviour with TWO
new behaviors.  It is somewhat arbitrary which new behavior goes with
which  symbol, but the assignment chosen is pretty obviously the more
sensible than the reverse.
