Linux/NT python startup speed

I use python on NT and its startup is nigh on instantaneous.
So something is awry here.

I have a 400 mhz PIII with 256 meg of ram. When I had 128 meg
of ram, everything was blur-fast then, too.

I wonder if this fellow is doing something like running
python with so many other applications running that the OS
has to swap stuff out? That's what it sounds like...
