Why Perl do But Python can't?

I write a CGI useing Perl to modify passwd,set the CGI mod to 4755,and it
really do.
But When I change it into Python with the same function,set mod to 4755,but
it not use the Setuid bit.

Someone know the difference of Perl and Python in the CGI running mode?
