Serial I/O (Windows) Documentation

Newbie Question:

Have found several references to WIN 32 serial I/O. No one seems to
mention documentation however. What is available? What I would really
like is to find a tutorial on serial I/O programming on the WIN 32/DOS
platforms (UNIX is way down my list of things to support for this little
project). Failing that, any kind of documentation would be a help.
