Might even add Fox/FXPy to the list of potential working environments...

It has a gui-builder project started (writes XML files as it's file format
(as yet not usable in the Python wrapper as far as I can see)), very good
componentisation of the widgets, decent quality in the library, and a decent
number of widgets.  Is a rather clean-looking (and portable) C++ library
wrapped with SWIG for Python, so your code would likely be usable outside of
the Python environment.

Sure. But perhaps it would easier to take an existing development
and add Python support to it, e.g. the KDE IDE project or the similar
wxWindows project. The latter would let you target win32 and
GTK platforms, while the former is rather closely related to Linux.
