Marking translatable strings

I thought I had included a link to the GNU gettext package.  Between
it, the Solaris manpages, and Martin von Loewis' paper from IPC6,
you've about exhausted my knowledge of internationalization issues.
Hopefully some other folks will have more useful information, but here
