ANNOUNCE: win32all-127 released

Hi all,
    Build 127 of the Python for Windows extensions has been released.
This includes a number of new features and bug-fixes.  The most
visible is a much
improved Pythonwin, which has a far better editor, dockable windows,
features stolen from IDLE among other things.
