I'd rather have this kind of ownership information attached to the
individual module documentation, so interested parties don't have to
go hunting around in the wiki for it.

It would also be helpful to have some loose guidelines/requirements
for how to become a module maintainer (e.g., "we're looking for the
following traits...").
