Not sure I am following exactly here, but ActivePython makes the
association:
<pythonExe> "%1" %*
I don't know if msi.py adds that '%*' later or not. IIRC that allows for
script arguments to be passed as well.
C:\> foo.py -h blah blah
| `--`----`-------- %*
`--- %1
