[python-committers] IMPORTANT: Missing Email Addresses for Governance Election Voter Roll

Bump. Some emails still missing, and we need them if you intend to vote in
the upcoming CPython general election: Nov 16, 2018.

Please provide your email address ASAP and before Nov 16, 2018.
