Python Module for libpcap packet capture library

This release now uses libpcap-0.7.1 from www.tcpdump.org.  On-line module
documentation and better examples have been added  Thanks to all those who
contributed (PC Drew, Gustavo Carneiro, Jon Nelson, and T. Meyarivan)!
