which tells you how to modify Mailman/Handlers/CalcRecips.py to ignore
Urgent: headers.

If you don't have access to the Mailman code on the Mailman server that
supports your list, the answer is you can't. This is not a configuration
option. It can only be done by modifying the Mailman code.
