If you set

ALLOW_OPEN_SUBSCRIBE = Yes

in mm_cfg.py, you will be offered a 'None' choice under Privacy
options... -> Subscription rules -> subscribe_policy which will do
what you want.

You can also set

DEFAULT_SUBSCRIBE_POLICY = 0

to make that the default choice for new lists.
