I think you are confusing the list archives with the roster (membership
list). The roster can be set to be viewable by anyone, by members and
admins or by admins only, but archives are only public or private.
Public archives are viewable by anyone and private archives are
viewable by members and admins.

Of course, you can impose other controls via your web server, but many
list owners do not have this ability.
