I did this before.

What I did was set both "member_moderation_action" and
"generic_nonmember_action" to discard and added the email addresses who need
to send emails to "accept_these_nonmembers".

After that everything worked as you would like. No replies and people
couldn't email each other. Also, if you keep the default settings the email
account that is shown is the address of the list.
