So your messages are reaching the archive queue (because it is being
updated through Jan 20 16:04) and ArchRunner is processing the
messages (because the queue is empty)
What does
ls -lAR /usr/local/mailman/archives/
show?

Since it appears posts are reaching the archive queue, this wouldn't be
the issue.
