[Mailman-Users] Can receive but not send?

No, users can not send emails to outside/not local addresses.Yes, mailman
can send emails and even moderator approvals to local users (only).
It looks like the server can receive emails for lists and users (from
outside and local users), but it fails to send emails to external addresses.
