You do not have the appropriate ScriptAlias directive for Mailman's
CGIs in your Apache config.

John Viega is the original author of Mailman and has not been actively
involved with Mailman for years.

Get help from a SuSE list, or remove all the SuSE Mailman package,
install Mailman from source and get help from us, or try to figure out
what SuSE incantation is required to activate the Mailman web
interface,
