The nonmember_rejection_notice for the non working list contains a 'bad
format'. This is probably because it contains a bare percent symbol
(%). If you want to include percent symbols in the text of this
message, they have to be doubled as in "More than 98%% of the
non-member posts to this list are spam". This will result in a single
'%' in the result.
