All that command did (since it didn't issu an error) is put the message
in the 'in' queue to be processed by IncomingRunner which I'm guessing
isn't running.

There is no 'debug' mode.

Did you start the qrunners (bin/mailmanctl start)? If so, what's in
/var/log/mailman/qrunner (assuming that's where the logs really are -
check the setting for LOG_DIR in mm_cfg.py).
