The default maximum message size in KB (before filtering) is set in
mm_cfg.py with DEFAULT_MAX_MESSAGE_SIZE.

The default for this in Defaults.py is

DEFAULT_MAX_MESSAGE_SIZE = 40

These only set the initial value when the list is created. After that
you can set it for any particular list on the list's General options
page.
