Setting a list "Reply-to:" header is usually a bad idea. See
<http://www.unicom.com/pw/reply-to-harmful.html>.
As for making the list announce-only, go to the Mailman FAQ
Wizard at <http://www.python.org/cgi-bin/faqw-mm.py> and search for
"one-way".

In the web admin interface for your list, go to the "Privacy
options..." section, then down to "Sender filters". Partway down on
the page there is a field with the description:
List of non-member addresses whose postings should be
automatically accepted.
This also has a link to a page with a brief description of this option.
