If you telnet to port 119 of your news server and give it the
'quit' command do you get a 2xx response code?  (I'm suspicious
that your news server is just disconnecting rather than replying
to the QUIT.  If that is the case, you might make a local copy
of nntplib that caught the exception in that case.)
