I just shut down the qrunners(since I didn't understand the 'slice' 
business) and ran outgoing by hand, with -v.  It ran for about 1 
second and shut down, printed zip.   qfiles/out is still the same 
size(actually, its growing slightly.)

Exact syntax was:
qrunner -o -v -r Outgoing
