By turning on personalization for the list and editing the footer to include
some variables that get replaced by the subscribers address and options URL.

No.  You need 2.1 or greater and OWNERS_CAN_ENABLE_PERSONALIZATION needs to
be set to 1 in ~mailman/Mailman/mm_cfg.py.
