[Mailman-Users] regex to reject TOFU?

Has anyone written a regex for mailman 2.1 that rejects TOFU posts?

Or maybe on that catches messages based on a message ending with 3 or 
more quoted lines?

Or maybe even one that catches posts where the list footers are 
included?
