This is taken from the timezone setting on the machine hosting Mailman. 
Change that and you will change the pipermail archives although you 
probably have to use $prefix/bin/arch to rebuild the HTML archive pages. 
Other than that you will have to hack MM's code.

I do not know what problem you are trying to solve but note that there is a 
patch for MM 2.1.2 to fix an error in timezone handling in the pipermail 
archiving code. The patch is closed as it has been incorporated into the 
CVS 
(http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/mailman/mailman/Mailman/Archiver/pipermail.py) 
but is still applicable to the current stable 2.1.2 release. See:
