[Mailman-Users] can't access web pages

I have Mailman installed and I have tried to create a test list, but the
URLs give me a forbidden error message when I try to visit them. I have
looked for them to try to check the permissions on the
directories/files, but I can't seem to find them anywhere. Where should
I be looking for the web files? Do I need to create them myself at the
specified URLs or does Mailman create them itself?
