You would, if you just looked around your host's support
links a little... In your hosting control panel, click on 

[ support, knowledge base, control panel, email ] 

and read your host's faq on this topic.. Your host is using a 
customized control panel, and you should ask them for the 
location of their cPanel documentation user's manual. 

cPanel publishes an extensive user manual and if your host 
does not have one, you should consider finding another host. 
It is your hosts job to provide you with full documentation 
for cPanel, that's part of what you pay the hosting service for.
If you had a manual, you wouldn't be asking this type of
question to the wrong users-group.  

This mailman-user-group isn't here to instruct folks about 
using cPanel, or simple activation of mailman that is already
on the server, but here is a link to the manual provided with
