[Mailman-Users] include in HTML public pages

I am attempting to do some major editing of the HTML public pages and am 
wondering if I could include a header and footer file.

Does anyone know if this is possible? Done so how?

I believe the HTML files are being processed in python so I think I 
could use an include statement in python? Can someone give me the syntax?
