My observation is that putting the same reminder at the in every
message footer is immediately ignored.  Making the footer rotate
among N variations, or having it vary frequently with each form
pointing out something different about the list controls, seemed to
raise more interest.

Its doesn't handle the whole set -- it handles a slightly different
set which is not fully contained by the set you're discussing.
