Where the instructions say:

                                       Usually you can just cd to the
      directory you unpacked Mailman into, and run configure with no
      arguments:

          % cd <mailman-src-dir>

read it as:

	% cd mailman-1.0rc1

rather than as:

	% cd mailman-1.0rc1/src

Maybe

	% cd mailman-<version>

would be a less confusing example.
