[Mailman-i18n] New Asturian Internationalization for Mailman

As I mentioned to Marcos off-line, I'm trying to finish up the  
migration to Launchpad.  We'll have to work out new processes (e.g.  
getting FSF assignments before being added to the ~mailman-translators  
team), but I'd like to get this going.

I guess the big question is how much we can/should import of the  
existing translations.  Probably not much as we've been too lax with  
copyright assignments.
