Hi Tokio,

I think this is because Pootle currently only translates the MM2.1  
messages.  As development ramps up on 2.2 and 3.0, we should begin to  
translate those trees as well (though I still hope our templating  
choice will allow us to translate just the text messages and not the  
entire templates).
