If we call the version that gets released with the new u/i "Mailman  
2.2" then I don't have a problem breaking this.  I don't think we can  
reasonably release this stuff as "Mailman 2.1" either way.

I know Mark often does triage and commits fixes, but the tracker  
could certainly use a lot of love.
