Summary: Strip attachments and web store them

Initial Comment:
Like mailtar where attachments are stripped from list
postings, and stored on a configurable directory wich
can be referenced by a configurable URL. The posting
itself is edited by replacing the attachement with the
URL of the stored stripped attachement.

Pipermail in MM2.1 has much better support for stripping
attachments in the archive, and storing them under separate
url.

This sounds similar to a feature in MHonArc. From
http://www.mhonarc.org/MHonArc/doc/faq/general.html#compare
